i have an ATMEGA162 and the Bit 4, 5 and 7 of portC are always ON (3V).
Even when i do DDRC=0x00 and PORTC=0x00.

Is the avr with some problems.

I have fixed something like that on Mega16 disabling JTAG signals. You can write fuses or perform it programmaticaly on start-up. Check the datasheet for details.
